Days before Brazil's vote, Lula bans online betting and offers debt relief

Lula signed an order on September 25 banning online sports betting and casinos, alongside a program to renegotiate household debt, nine days before Brazil's October 4 vote. The ban hits Flutter Entertainment plc (FLUT), which paid $350M for the owner of Betnacional. Lenders Banco Bradesco (BBD) and Itau Unibanco (ITUB), plus the iShares MSCI Brazil ETF (EWZ), sit closest to the debt plan. Congress has 120 days to keep the ban in force.
